After months of silence, “Glamping” is back on the PHCA meeting agenda on April 15, 2021. We expect that East West Partners and Starwood Capital Group will present their updated plans for the Glamping Project at this meeting. At a previous board meeting, PHCA President Sam George stated that the Board is “negotiating” with the developers. Setting aside the issue of whether the PHCA Board can legally “negotiate” away the rights of owners of land at Princeville that were conveyed through the Golf Course Dedication, we have a very important update from the County Council.

BILL 2822

At the County Council meeting held on Wednesday, April 7th, Councilmembers Luke Evslin and Mason Chock introduced Bill 2822. This bill seeks to amend the Comprehensive Zoning Ordinance to prohibit commercial “Developed Campgrounds” on land zoned Open or Agricultural. Commercial "Developed Campgrounds" would also be prohibited under Bill 2822 in residential neighborhoods.

Bill 2822 unanimously passed first reading at the County Council meeting and has been referred to the Planning Commission. (County Planning Director Ka‘aina Hull was in attendance at the Council meeting and answered specific questions from the council members regarding the bill prior to the vote). It will be reviewed by the Planning Commission and there will be a public hearing. The bill will require a second reading at the County Council and then there will be a final vote. If passed, it will go to the Mayor for his signature. If Bill 2822 becomes law it will prohibit “Glamping” on the Makai Golf Course and all golf courses in Princeville.

ACTION NEEDED!!

We strongly urge you to email the PHCA to communicate your support of Bill 2822. If you prefer to call the PHCA, ensure they make a record of your call and that it is conveyed to the Board.

• Ask the PHCA to SUPPORT Bill 2822.

• Ask the PHCA to defer any action on “Glamping” until Bill 2822 has been through the legislative process.
